The shortlist included prominent names such as OMA, Wilkinson Eyre and Forster + Partners. It was however the proposal from a team lead by Ducth practice Mecanoo who won the competition by a narrow margin.
The new library which will be integrated with the Birgminham Repertory Theatre is due to open in 2013.
